Purpose of Classification:

The purpose of this classification is to lead an assigned crew of workers engaged in operating equipment and performing installation, maintenance and repair work on CCWA water distribution systems and wastewater conveyance systems.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Leads and coordinates daily work activities of assigned crew or co-workers: confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers, assists with complex/problem situations, and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; assists with supervision of co-workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations.

Receives and reviews work orders: reads and interprets blue prints, roadway plans, and related documentation; determines and gathers equipment, tools, parts, and supplies needed to conduct work activities; ensures availability of adequate parts and materials to conduct work activities; and initiates requests for new or replacement materials as required.

Monitors work environment and use of safety equipment to ensure safety of employees and other individuals: initiates any actions necessary to correct deviations; coordinates setup of work safety zones to maintain safety and traffic control at work sites, including flagging of traffic and setup of safety cones, barricades, and road/warning signs; monitors traffic conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe traffic conditions; and reports any incidents, accidents, problems, or unusual situations.

Leads and participates in the repair or replacement of water mains, water services, stormwater fire hydrants, fire hydrant control valves, water system control valves, retrofit of large metered/ fire connections with backflow devices, or other distribution system components as assigned: surveys work areas before work begins; confirms location of utilities prior to starting excavation; checks and completes street cut repair orders and landscaping requests; completes field measurements and drawings to update changes to the water system for GIS; flushes and sterilizes water lines; and ensures all repairs and work activities are completed correctly and that applicable standards are maintained.

Maintains assigned equipment: performs general cleaning and maintenance tasks, which may include inspecting equipment, checking/replacing fluids, refueling vehicles, performing minor equipment repairs, greasing equipment, sharpening blades, replacing parts, washing/cleaning equipment, etc.: monitors equipment operations to maintain efficiency and safety; reports faulty equipment; and maintains related records and logs.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: prepares, completes, and maintains work orders, inspection reports, after-hours reports, repair reports, purchasing card forms, confined space entry forms, spill reports, spill calculation forms, locate forms, work logs, etc.

Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments: operates and maintains dump truck, pick-up truck, rubber tire back hoe loader, excavator, air compressor, jack hammer, boring tools, tapping machine, cut-off saw,  and other tools and equipment.

Communicates with supervisor, other CCWA employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Additional Functions:

This position may require on call assignments.

Performs other related duties as required.

Minimum Qualifications:

High School Diploma or GED required, supplemented by vocational or technical training in water or wastewater utility repair and maintenance or a related field; supplemented by two years of experience in repair and maintenance of water distribution system components; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. This position is considered Safety Sensitive.

Specific License or Certification Required: Must possess and maintain a valid Georgia Commercial Driver’s License Class A (CDL) including appropriate endorsement(s). Must possess and maintain the following additional certifications or licensures:  Water Distribution (required only if on Distribution), Wastewater Collection System (required only if on Conveyance), and Erosion Control Level 1A (required within 6 months of hire).

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA Compliance:

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of heavy weight (50-100 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals.  Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, animal/wildlife attacks, animal/human bites, disease, pathogenic substances, or rude/irate customers.
